After speaking with PayPal, they know there is a problem.  The temporary solution when checking out is to not check off credit card but check off PayPal at the bottom.  There you can check off that you do not have a PayPal account and it will allow you to input your credit card information.  The order will then go through.  We hope this helps for now.
